They are Decypher Technologies Ltd., SecureInfo, Netgineer Data Systems Inc., Texas Management Associates -- all based in San Antonio -- and Fairfax, Va.-based InfoReliance.

Metrica Team officials say they do not know yet how big their stake will be in the contract pie.
The contract, called the Alliant Small Business Government-wide Acquisition Contract, is administered through the General Services Administration (GSA).

The GSA is an independent agency of the U.S. government that helps manage and support federal agencies. The GSA supplies products and communications for U.S. government offices, provides transportation and office space to federal employees, and develops government-wide cost-minimizing policies, among other management tasks.

Metrica was founded in 1986 and specializes in providing government and private industry customers products and services in the areas of information technology, logistics, personnel and training, and automation and robotics. Fast says each company in the venture brings a specific capability needed for the contract, including management, manufacturing and purchasing.

"We thought it would be a great idea to have a San Antonio-based company go after this contract because it would be easy to come together," Fast says. "I tried to get as much capability on the team from San Antonio as I could."

He adds although InfoReliance is not in San Antonio, the company is brought to the table crucial past experience needed to win and execute the contract.

Fast says the venture will also give the companies a great opportunity to grow and expand their customer base.

San Antonio-based RX Joint Venture LLC, a venture between Rothe Development Inc. and X-Technologies Inc., also won part of the $15 billion contract.

Randy Lankford is a San Antonio-based free-lance writer.

San Antonio Business Journal - by Randy Lankford

It's not unusual for someone in the information technology (IT) field to be deliberate. People who design software and develop complex data processing and manipulation programs have to be precise and methodical. They tend to take things one step at a time; making sure each phase of a project is completed before moving on to the next.

Take Orvis Meador. After asking the parents of his future bride, Caroline, for her hand, it took him more than a year to actually propose.

But Caroline says that her husband's methodical approach balances her strengths now that the two share the helm of Decypher Technologies -- Orvis as CIO and Caroline as CEO of the 6-year-old IT consultancy.
"Caroline's the majority owner, so she tells me what to do at work and at home," Meador jokes.

The Meadors, both San Antonio natives, were living in Europe and working as consultants for Merrill Lynch when they were asked to take on an IT project at Fort Sam Houston. Even though they were enjoying life in England, the Meadors took the opportunity to come home after three years abroad. "The consultants they had hired for this project weren't getting the job done, and we'd done some work at Fort Sam
in the past, so we were invited to take over," he says.

Meador, who describes himself as "very challenge based," took the job of integrating a fee-for-service billing system at Fort Sam. His assignment was to create a system by which every contracted service at the base could be billed back to each operating unit which would be responsible for its own budget.

"There are something like 400 chargeable services at Fort Sam," Meador explains. "Anything you can think of. They decided to try to run the base like a business instead of the way the Army usually operates. The program turned out to be very successful."

Decypher Technologies, which the Meadors started upon their return from Europe in 2001, has grown from five to 50 employees. The company has also doubled its gross revenues each of the last three years. It is housed in two locations, with one serving as headquarters and sales office and the other as its production facility where software and training material are developed.

That training material is a large and growing part of Decypher's product line. What started out as a way to explain how each of its customized software solutions works, has evolved into a multi-media profit center for the company. "Our training solutions division is my personal favorite," admits Meador. "I'm an IT guy but I've always been interested in training. We have our hard-core technology endeavors where you have people writing code. These are the high-end computer integration people who push out some really incredible stuff."

That "incredible stuff" has to be understandable. The more complex the program, the more critical the training, according to Meador. All the technical capabilities in the world aren't of much use if the end-user doesn't know how to operate them. "We have people who are dedicated to producing training materials. Those are the instructional designers. They sit down with the customers and decide what they want the training to achieve. Once the designs have been completed, they turn them over to the programmers who develop the programs to deliver them," Meador says. "It's mostly computer-based courseware. We have a recording studio and all the equipment we need so those plans and objectives can go into one end and the finished product can come out the other." Paul Patton is the training division program manager at Decypher, a position he took after 22 years in the Army. "I retired in January 2005 and went to work for another company," Patton says. "We were working alongside Decypher on a project at Fort Sam, and I was just very impressed with how they did things. Their ethical and business makeup, just the way they conducted themselves, was a huge draw for me." Patton joined the company in the fall of 2007. Since then, he's been involved in all four levels of the company's computer-based training capabilities.

"Level one is simple page turning," he explains. "Sort of like a PowerPoint presentation. Level two is more in-depth with some higher level graphics and more interaction. In level three you have to use more cognitive skills and the user becomes more in charge of where the training is going. In level four there are more stimuli and more decision making. Level five is virtual reality. We're just starting to venture
into those kinds of capabilities."

The quality of Meador's end-user training so impressed his military clients that they asked if he could produce other, not necessarily computer-related, training material. One project the company took on was a video program called "Talk. Listen Connect." to help children understand and deal with the reality of a parent being deployed overseas. "That was a three-part project," Meador explains. "We did two of them. We developed a Sesame Street-type program for toddlers and then an animated show for kids between five and 10. We tried to make it a package that can be delivered to families and watched in the living room. I don't have a military background, and I never thought of it before we did this project, but I can really understand now how these children might feel when their mom or dad is gone for who knows how long."

The package has since been endorsed by the American Academy of Pediatrics. Again, Decypher's military clients were impressed with the company's product and asked for yet another, and even more critical, training program: Medical Solutions. "One course we've developed is called, 'Operating Room Specialist,'" explains Meador. "It's a high-definition video in a computer-based training package that is intended to train reservists on basic operating room procedures like how to sterilize equipment and things like that." The training is meant to be delivered either in preparation for more intense face-to-face training or as a refresher after detailed training is completed.

Even though 90 percent of Decypher's medical solutions training development has been for the Army, the company has also helped civilian facilities such as the Heart and Vascular Institute of Texas. "We have a lot of very complicated imaging equipment," explains Steve Doak, IT manager at the institute. "They've helped us integrate that equipment and our databases. Those projects led to other innovations we hadn't even thought of. That's one of the things Decypher is really good at. They don't just take an assignment and complete it. They're always looking for ways to improve it." Meador would like to see his young business grow by expanding his civilian client base, but not at the cost of quality. "That's our main focus and we don't want to compromise that," he says. "We have a lot of different clients on Fort Sam, but I think we'll start picking up some civilian clients as well as people see what we're capable of. A lot of our business is by referral so our reputation is critical. I believe every customer, either military or civilian, wants someone who's reliable, easy to work with and honest."

Decypher Technologies
What: IT consultancy
Address: 200 Concord Plaza Dr., Ste. 500, San Antonio, TX 78216
Tel.: 210-735-9900
No. of employees: 50
Web site: www.decypher.com
