Caroline S Meador, President and CEO and Co-Founder
Caroline Meador is the President and CEO and Co-Founder of Decypher. Decypher's approach, People. Process. Results., emphasizes Caroline’s dedication to providing a solid team of consultants who stand out in their respective fields and generate the best return on investment for her customers.
Mrs. Meador graduated cum laude with a BS in Science Management from the A.B. Freeman School of Business at Tulane University. After college, she relocated to London for two years and then back to San Antonio where she launched Decypher to the San Antonio community.
“We analyze our customers' current business models and offer solutions that best meet their needs. But we also understand that just as every customer is different, every solution is different.”
Mrs. Meador is responsible for the growth and presence of Decypher, and also makes sure the right people represent Decypher, “Our consultants have advanced degrees, several years’ experience and have a vested interest in our company and our customers."
She has implemented an outstanding package for consultants consisting of four life components that addresses all areas of a person’s life, including health, financial security, recognition, and professional growth. “I want our consultants and our clients to see that we really represent more than a business. What sets us and Decypher apart is we constantly strive to be a leader in all aspects of our business."
Mrs. Meador has great plans for the future of Decypher. Managed, scalable growth has always been her focus, and she has invested highly in the company's infrastructure utilizing best practices throughout the company's operations.
Orvis Meador, Executive Vice-President and Co-Founder
Mr. Meador has over 18 years experience serving the technology and management needs for a diverse group of niche markets at the national and international level. In the late 1980's, Mr. Meador completed his first information technology solution for a client using UNIX technology.
On the international front he has provided program management support for Jardine Lloyd Thompson Risk and Assurance Group in London, England. At Merrill Lynch’s Regional European Headquarters, Mr. Meador successfully managed the development and support for 24-7 real-time global trading systems. He also spearheaded several new Information Technology initiatives.
Mr. Meador earned his Bachelor of Business Administration from Baylor University, his Masters of Business Administration from the University of Incarnate Word, and is completing his Masters of Science in Management of Technology from the University of Texas. He is the Chapter President of the International Association of Enterprise Architects and holds the certification of CBM, PMP, and CPHIMS. Currently Mr. Meador is focused on the development of Decypher while continuing to focus on meeting clients’ program management and technological needs.
Richard Baskin, Vice-President of Operations
Mr. Richard Baskin is responsible for the design, development and delivery of innovative solutions to address information technology, learning and organizational challenges confronting today’s businesses and workforce. He brings a strong client-focused technical and business development background along with many successful years in organizational and program management. Mr Baskin is a certified Project Manager Professional (PMP) with has over 25 years experience in the Federal, military and commercial markets.
Before joining Decypher, Mr Baskin was Director, Corporate Process Improvement for NCI Information Systems where he led the development and implementation of standardized and proactive project management and business processes and a Quality Management System that supports three business divisions. His efforts resulted in attainment of the Software Engineering Institute’s (SEI) Capability Maturity Model (CMMI) Level 3 rating in only 15 months. While at NCI, he also directed the operations of the Training Solutions Division, orchestrating the capture and execution of customized learning solutions, valued at over $12 million annually.
A DoD certified Acquisition Professional, Mr Baskin served with distinction in the US Air Force for 22 years commanding and directing Space Operations and Training organizations. He is highly experienced in conducting strategic planning and managing multi-billion dollar Air Force procurement programs. Mr Baskin holds an MBA in Finance from The University of Colorado at Colorado Springs and a BS in Chemical Engineering from Texas A&M University.
