GSA STARS II, a small business set-aside GWAC, provides flexible access to customized IT solutions from a large, diverse pool of industry partners. With a $10 billion program ceiling and a five-year base period with one five-year option, GSA STARS II allows for long-term planning of large-scale program requirements.

Overview

Decypher (DUNS 620596432) is a prime contractor on GSA STARS II contract GS06F1092Z in Constellation I and in all four functional areas. The period of performance of this GWAC is between 31 AUG 2011 to 31 MAR 2024.

Decypher is also a joint venture holder as BESTICA DECYPHER FEDERAL SERVICES LLC on GSA STARS II contract (GS00Q17GWD2439) in Constellation I and II and in all four functional areas.

Who is Eligible to Use This Vehicle

GSA STARS II is a pre-competed, multiple award contract with high-quality, small business industry partners. These small business firms specialize in providing innovative Information Technology solutions to federal agencies worldwide. The Department of Defense issued a memo on July 14, 2011 encouraging the use of 8(a) STARS II, among other small business GWACs, to meet the Department’s small business contracting and information technology needs. What it Provides

Functional Area 1 – Custom Computer Programming Services. This includes application software programming services, software development, programming services, software analysis and design, software support services, and custom web design services.

Functional Area 2 – Computer Systems Design Services. This includes CAD (computer-aided design) systems integration design services, CAE (computer-aided engineering) systems integration design, CAM (computer-aided manufacturing) systems integration design, hardware and software consulting services, system integration analysis and design, design consulting services, integrator services, computer network system design services, and office automation integration design services.

Functional Area 3 – Computer Facilities Management Services. This includes system facilities management and operation services, data processing facility management and operations services, data processing services, and facilities support services.

Functional Area 4 – Other Computer Related Services. This includes computer disaster recovery services and computer software installation services.

Advantages

Short procurement lead times, pre-competed, limited protest capability, easy-to-use contracts, avoids bundling concerns, training and support from STARS II GWAC acquisition team, and easy access for federal clients to earn Small Business credit. STARS II allows directed task order awards for orders under $4 million, including options.
In addition, GSA will provide free scope compatibility review for statements for work and proposed modifications to existing orders. This service can help to reduce the risk of protest and is a unique benefit of working with GSA.
